Phased Construction

The design strategy accommodates the construction of the project in phases by designing with a hierarchy of building elements and programmatic parts. The first elements built provide a scaffold for outdoor performance and events, claiming the site as a place for art in the community. These first elements on site establish regulating lines which define subsequent construction. Each element, as built, measures the site, anticipates future improvisation and initiates use of the site.
